Using tilt-shift effects to create a miniature-effect is a newer "gimmick" effect of lenses or cameras that have such capabilities. It's more frequently used to straighten out the perspective of architectural photos (so walls don't get closer together higher up) or for landscape photographs where everything is in focus.
